This is NOT a flat tax, Missouri remains graduated. A flat-tax bill (HB 798, flat 4.7% phasing toward 3.7% over a decade) passed the Missouri House in March 2025, and a separate Senate tax-overhaul plan (phasing out the income tax via expanded sales tax) passed the Senate in a April 2026 late-night vote, but neither had produced a signed law reflected in the Department of Revenue's own published rate tables as of this check. Capital gains are not taxed.
